Abstrak

Empowerment is a crucial concept in social science, economics, and development studies; however, scholarly attention to empowerment within an Islamic perspective remains disproportionately limited, despite Islam as a comprehensive religion (syāmil wa kāmil) providing complete guidance on how humans should empower themselves, others, and their environment based on the Qur'an and the Hadith of the Prophet Muhammad SAW. This study aims to examine and analyze three key concepts of empowerment in the Islamic perspective - tamkīn (empowerment/enablement), islāḥ (reform/improvement), and ta'āwun (cooperation/mutual assistance) -and to formulate the integrative relationship among these three concepts as a holistic Islamic empowerment paradigm. This qualitative study employs library research utilizing thematic exegesis (tafsir mawdhu'i) and hadith commentary (syarh al-hadis) approaches; primary sources include classical tafsir works (al-Thabari, Ibn Katsir, al-Qurthubi) and authenticated hadith collections (Sahih Bukhari, Sahih Muslim, Sunan Abu Dawud, Sunan al-Tirmidzi, Musnad Ahmad), and data were analyzed descriptively and analytically. The findings from 15 Qur'anic verses and 30 prophetic hadiths reveal that the three concepts organically complement each other: tamkīn emphasizes capacity building of individuals and communities through knowledge, work ethic, and self-reliance; islāḥ provides value orientation toward transformation and improvement from the individual to the community and civilization; and ta'āwun ensures empowerment is implemented within a framework of social solidarity and reciprocal cooperation grounded in ukhuwwah Islamiyyah. This study concludes that Islam possesses a comprehensive, systematic, and operational concept of empowerment through these three main pillars, which must be synergistically integrated into Muslim community empowerment programs in Indonesia, particularly through Islamic institutions such as pesantren, zakat organizations, and religious-social organizations as sustained agents of empowerment.
